By default, new versions of iOS deliver notifications "quietly" until you interact with one and explicitly allow them to be delivered.
Be sure to Check Settings App > Chronicle > Notifications, and make sure Immediate Delivery is toggled on, and verify that lock screen, notification center, and banners are all enabled.
If you don't see any options for notifications for Chronicle, it means Chronicle hasn't asked the system to display notifications yet, so check the following:
On each individual bill that you want a notification for, make sure the Remind Me option is enabled.
Note that notification will be set by default for a certain number of days before a bill, which you can change under Chronicle's Settings > Notifications. You may also want to enable the Notification Again On Due Date setting to get a second notification on the actual bill due date. Also, check the time for notification delivery to make sure it's convenient for you.
Note that changes to notification times in settings will not change the day or time set on existing bills. To reschedule notifications after changing the default times, you can edit the bill, make the changes you want, and re-save it, or log a payment.
I Scheduled Notifications, But I'm Not Seeing Them, Why?
First, double-check that Chronicle has permissions to display notifications as detailed above.
Second, keep in mind if a notification is scheduled for the past, it won't get a scheduled. For example, if you set a notification for 7 days before the bill is due, and you create the bill as due tomorrow, you won't see the reminder for it since Chronicle isn't capable of time travel.
Finally, if Chronicle is active on screen at the time when notifications are scheduled to appear, the notification will not appear since you are actively looking at the app.
